Overseas visitors to India do not require a permit for the regions of MANIPUR, MIZORAM AND NAGALAND.
These were designated as Protected areas and a permit was required earlier. Along with to give visa on arrival for four more countries, the need for a permit was done away with.

Jammu and Kashmir, Arunachal Pradesh and Andaman and Nicobar Islands - still require permit or parts of thereof. Security issues are the reason for the permit.
It is to be noted that even for Indians it is necessary to have these permits.
As per the new rules, a foreigner just needs to register himself with the FRO office within 24 hours of his arrival.
However this permit is not global. Some countries citizens still require the permit though it is not specified as to which countries!
